Abstract

Compliance failures in banking, financial services, insurance, fintech and other regulated organizations are usually interpreted as failures of law, procedure, internal control or individual ethics. This conceptual paper argues that such failures are often preceded by a less visible but highly consequential leadership condition: executive language failure. In target-driven and regulation-sensitive environments, leadership phrases such as 'achieve the number at any cost', 'do not escalate small issues', 'documentation can follow', 'the regulator will not object' or 'show progress first' may travel through hierarchy as fear signals, permission signals, concealment signals or regulatory-minimization signals. The paper develops Executive Language and Compliance Culture as a research construct and proposes Compliance Speech Governance as a leadership capability for preventing ethical slippage before it becomes misconduct, customer harm, regulatory exposure or reputational damage.
